There are two ways that this can be done and this goes for all jobs- not just FEAR. If there is a head/boss/leader of some sort to an organization or company (in this case, Scarlett Harker is currently the head of FEAR) then it can be assumed that the character has inquired about jobs through that character- something that can be discussed OOCly between players. Of course, you can have an IC interaction as well to cover your basics.
Your second option is that it can be assumed that all jobs available within Deerington are listed through deerFeed or the Deerington Post like like regular job listings in the real world. From there on, it can be figured that a character can fill out some sort of usual job application and submit it either through deerFeed or in the mail. This process does not require any communication with other players.
They will automatically be accepted into job positions and receive a job confirmation message on their Fluid and in the mail.
