You can definitely add it to the Organization tab for employment but still have a location post under the thread you linked since it will be a player-controlled location. Having it grow would also be fine, though for the most part you'll be limited to what is available in the setting technology-wise and what involved characters are able to contribute.

When you submit for it, if you would like to have an info page on your character journal that you can update or allow others to post to, you're welcome to link that and we'll find a good way to format it on the spreadsheet for easy access.
