One day, Logan will notice the scent of a foul cigar. The stranger does not try to hide his approach, does not try to disguise himself. He seems to come out of no where, right up to Logan's door, and will knock and ask for Logan directly. He will continue to do so until Logan himself acknowledges him.
"You stole my life, boy," the man says, "And I want you to give it back."
The man will stub his cigar out and leave. Calling or chasing after him won't do anyone any good, since he will just turn to fog. For a while, it seems like the man has left for good and was maybe just an abstract illusion. Only he shows up again and again and becomes progressively more insistent and aggressive about Logan "stealing his life."
The man will start to describe the various ways in which Logan "stole his identity." He will tell Logan about specific memories that only Logan himself would know, things Logan hasn't told other people. The man might start talking to close CR of Logan as well, trying to convince them all that Logan is a liar and a thief.
But it's not just idle threats. Logan will gradually begin to feel increasingly paranoid and confused. He will start to doubt his own life, wonder if maybe he really did steal this guy's life. Are Logan's memories really his own? Did he just pick them up along the way from this stranger? No matter what close CR try to tell him, Logan will genuinely begin to feel convinced that the guy might be telling the truth. It will make Logan's sense of memory and his own life start to feel confusing and perplexing. He'll be filled with self-doubt of his own experiences, even recent experiences in Deerington. The more doubtful he becomes of himself, the less the stranger will appear physically.
Yet proof will continue to show up. Maybe Logan comes back home to words of "GIVE ME BACK MY LIFE" written all over his walls or a threatening letter left on his doorstep. Maybe his car tires have been slashed or threatening messages left to his close CR. Even though the stranger isn't making as many appearances as he used to, Logan will no doubt feel the stranger watching him and waiting. He may see him out of the corner of his eye, may smell the lingering traces of his cigar smoke.
Logan will have to grapple with his own self-doubt and work tirelessly at resolving the uncertainty of his own existence. He can find solace in talking out his life and doubts with other people. The stranger is technically immortal and attacking him will do no good ever. Logan will have to reclaim his own history after going through the paranoia and verbally affirm himself and actually believe it in order to vanquish the man for good.
But if he should fail...He might just wind up believing he has become the stranger. That he really is the stranger, threats and ill-intended mannerisms and all. This could distort his personality, make him cruel to others, make him threaten and stalk others, and terrorize people mentally. Logan experiencing an in-game death would cure him of this specific curse if it got that far - otherwise, he would be lost to the new persona.
You can determine whatever the stranger may specifically say to Logan - you do not need to stick to the exact phrases we have provided. You can also decide on a name for the NPC if you like, or leave him nameless, and you can choose how "extreme"/violent the stranger's threats become. You can also choose what kind of mannerisms/general disposition the person has overall - though the idea is that it will be similar enough to Logan.
